The National Cohesion and Integration Commission (NCIC) has summoned Homa Bay Town MP Peter Kaluma to appear before the commission on August 19, 2026, over remarks he allegedly made during a political gathering in Homa Bay County.
The commission has warned that Kaluma could be arrested if he fails to honor the summons.
Kaluma is expected to assist the commission with ongoing investigations into remarks he made last week ahead of an opposition rally by the Linda Mwananchi group.
According to NCIC, Kaluma allegedly called on supporters to deal with individuals opposed to President Ruto’s re-election.
“As of today, we are issuing the command that anyone that says one term deal with them. Anyone that has worked with the other side, even if they were a driver and they feel they cannot walk with us, must now disappear,” Kaluma stated, according to the commission.
The remarks appeared to target President Ruto’s political opponents, some of whom have used the phrase “one term” to campaign against his re-election.

The commission also quoted Kaluma as allegedly calling for scrutiny of hotels and houses where political opponents had booked accommodation.
“We are going to inspect all hotels and houses where they had booked, anyone who owns a hotel in Homa Bay must tell us all the guests they have, we must deal with those people and we might deal with the hotel too. I have paid for the fuel you will use to move across Homa Bay and Rodi,” he was quoted as saying.

“This is an ODM stronghold and we insist that Ruto is two-term. If anyone speaks of one-term deal with them,” he added.
Kaluma allegedly made the remarks before the Linda Mwananchi rally held in Homa Bay County on Sunday, August 16.
The rally, led by Nairobi Senator Edwin Sifuna and other opposition leaders, came amid heightened political tension in the county.
Homa Bay Rally Marred by Violence
The political gathering was preceded by violence, with roads reportedly blocked and private property looted on Saturday night.
The disruption continued into Sunday, forcing the Linda Mwananchi team to use alternative routes to access some towns in Homa Bay.
Following the unrest, NCIC warned that escalating political intolerance and violence could push Kenya towards lawlessness.
In a statement issued on Sunday, the commission condemned the violence and political intolerance witnessed in Homa Bay, describing the developments as “unfortunate and worrying” and warning that they posed a threat to peace, security and democratic participation.
“The Commission reiterates that any Kenyan is allowed to hold political activities in any part of the country as long as they do not break the law. While these rights are fundamental, they must be exercised responsibly, without incitement to violence, hate speech, or disorder,” stated NCIC.
The summons places Kaluma at the center of an ongoing NCIC inquiry into political rhetoric and the events surrounding the tense political environment in Homa Bay.
