NTSA has directed owners of eligible public service and commercial vehicles to link their vehicles to approved speed limiter vendors.

The National Transport and Safety Authority (NTSA) has given owners of public service vehicles (PSVs) and commercial vehicles seven days to present their vehicles for speed limiter installation after completing applications through its new digital platform.

The directive applies to PSVs with a capacity of seven passengers or more and commercial vehicles with a tare weight of at least 3,048 kilogrammes.

In a notice issued on Friday, November 6, 2026, NTSA directed vehicle owners to link their vehicles to approved speed limiter vendors through the Intelligent Road Safety Management System (IRSMS) to facilitate real-time compliance monitoring.

“The onboarding process on the Intelligent Road Safety Management System (IRSMS) requires vehicle owners to link their vehicles to an approved speed limiter vendor to ensure real-time compliance,” the authority stated.

How to Link Vehicles to Approved Vendors

Vehicle owners are required to access the IRSMS portal and register using their Kenya Revenue Authority (KRA) PIN and national identification details.

Applicants must then verify their accounts using a one-time password (OTP) sent to their registered mobile phone numbers.

Once logged in, eligible vehicles are automatically retrieved from the Transport Integrated Management System (TIMS), allowing owners to select the vehicle requiring a speed limiter and choose an NTSA-approved vendor.

After submitting the application, owners must present their vehicles to the selected vendor within seven days for installation and registration of the speed limiter on the system.

According to the application guidelines, the request expires if the vehicle is not presented within the seven-day period, requiring the owner to submit a fresh application.

Following installation, the vendor must confirm that the speed limiter is transmitting data for at least 15 minutes before generating a digital fitting certificate.

The certificate remains valid for 12 months.

How to Change a Speed Limiter Vendor

NTSA has also provided a procedure for vehicle owners who wish to change their selected vendors.

Owners are required to submit an online transfer request for approval by the authority.

Once the transfer is approved, the vehicle owner has 72 hours to complete the required action. The system also allows applicants to track the request and monitor its progress through the different stages.

The authority says the platform displays only approved and active speed limiter vendors. Vendors whose licences have been suspended are automatically removed from the available selection.

Where Vehicle Owners Can Get Assistance

Vehicle owners can access the system through the IRSMS portal at:

Those experiencing difficulties with the registration or installation process can contact NTSA through its support email, irsmsqueries@ntsa.go.ke, or call 0709 932 300.

The new digital process is intended to strengthen monitoring of speed limiter compliance among public transport operators and commercial vehicle owners, allowing NTSA to receive real-time information from fitted devices.
