The Turkana County Government and Ambulex Africa have begun preparations to implement a five-year partnership aimed at strengthening emergency medical services across the county.

The Directorate of Medical Services held an inception meeting with Ambulex Africa in Lodwar on October 30, 2026, to establish the groundwork for implementing the partnership.

The engagement follows the signing of a Memorandum of Understanding (MoU) between the county government and the organisation, providing a framework for collaboration in improving emergency medical response and referral services.

One of the key outcomes of the meeting was an agreement to establish a joint Technical Working Group (TWG) to provide technical oversight, coordinate implementation and develop a clear plan to guide the partnership.

Speaking during the meeting, Director of Medical Services Dr. Ekiru Kidalio described the engagement as an important preparatory step towards implementation.

He said the meeting would help establish a common understanding, define priorities and set clear objectives for the teams responsible for taking the partnership forward.

Partnership targets emergency response and referrals

The five-year collaboration seeks to strengthen emergency medical response systems across Turkana County.

Its priority areas include improving community-to-facility and inter-facility emergency referrals, enhancing emergency coordination and dispatch systems, and promoting public awareness and use of emergency care services.

The partnership is also expected to improve access to timely medical assistance for residents, including communities in remote and hard-to-reach areas.

Olale Reagan, Operations Manager at Ambulex Solutions, emphasised the importance of community sensitisation and awareness in strengthening emergency medical services.

He noted that the partnership would prioritise equipping residents with information about available emergency medical services and how to access assistance through the county's emergency medical services system.

Joint technical team to guide implementation

The proposed Technical Working Group will oversee technical aspects of the partnership, coordinate activities and develop an implementation plan to guide the agreed areas of collaboration.

The meeting brought together officials from the county's health department and representatives involved in medical services, health products and technologies, primary healthcare, information and communication technology, referrals, emergency coordination and partnerships.

Those present included Dr. Moru David, Director of Health Products and Technologies; Dr. Ekiru Kidalio; Peter Ekope, Chief Officer for Primary Health Care; Eliud Eyangan, representing ICT; Kephas Achiro, responsible for referrals and emergency coordination; Logilae Ereng Paul, Deputy Director of Health Products and Technologies; Paul Ekidor, Public Administration Officer; Damaris Opilo Amusolo, Partnerships Coordinator for Medical Services; and Bonventure Ameyo, Deputy Director of Medical Services.

The collaboration is expected to contribute to a more coordinated emergency care system and improve access to medical assistance across Turkana County.
