The government is constructing more than 47,000 housing units for security officers under the affordable housing programme in an effort to address long-standing accommodation shortages within the security sector.
The program, overseen by the National Development Implementation Committee, through its Governance and Public Administration Sub-Committee, reviewed progress on housing projects and broader governance reforms during a recent meeting.
According to a government statement, the security cluster represents the largest institutional housing pipeline under the affordable housing framework, with 165 projects nationwide expected to deliver 47,464 housing units. So far, 2,092 units have been completed, 9,555 are under construction, while 24,720 units are at the procurement stage.
Major police housing developments are currently underway at strategic security installations, including GSU Headquarters Ruaraka, Kiganjo Police Training School, and the GSU Training School Embakasi, among other high-demand operational areas.
Under the Kenya Defence Forces affordable housing programme, projects are also being implemented at military camps in Kahawa, Embakasi, Langata, Moi Airbase, Lanet, Gilgil, Nanyuki, and Mariakani. A 500-unit housing development in Roysambu has already been completed and handed over, while additional units are scheduled for completion between January 2026 and January 2028.
The Sub-Committee also reviewed progress in digital transformation initiatives. The State Department for Immigration and Citizen Services reported that 22,665 government services have been integrated into the eCitizen Kenya platform out of target of 26,550 services expected by June 30, 2026.
Government-to-government digital services are also being integrated onto the platform, starting with selected stated corporations and foreign missions based in Nairobi. Authorities said onboarding of services within the National Police Service and Correctional Services is expected to accelerate following additional technical and financial support.
Under the Usajili Mashinani mobile registration initiative, 100,195 national identity cards have been issued since September 2025, including 70,648 first-time registrations. During the same period, 52,262 birth certificates were processed. To improve outreach in remote regions, 45 new registration vehicles have been acquired, and additional civil registration offices are being operationalised during the current financial year.
The Sub-Committee also noted progress in legislative reforms, including amendments to several governance laws such as the Independent Electoral and Boundaries Commission Act, Conflict of Interest Act, National Lottery Act, and Gambling Control Act.
The Public Benefits Organizations Regulatory Authority Act has also been operationalised following the gazettement of its commencement date.
In addition, the Diaspora Affairs Directorate-Kenya launched the Diaspora Integrated Information Management System (DIIMS), designed to provide integrated digital services to Kenyans living abroad in line with the Kenya Diaspora Policy 2024.
The meeting was chaired by Internal Security and National Administration Principal Secretary Raymond Omollo, who was joined by principal secretaries and senior government officials from key governance and security departments. Officials reaffirmed their commitment to strengthening oversight, improving inter-agency coordination, and accelerating delivery of priority security and governance programmes.
