The County Government of Turkana has signed a five-year Memorandum of Understanding (MoU) with Ambulex Africa aimed at strengthening emergency medical care, referral services and ambulance coordination across the county.
The partnership is expected to enhance access to emergency healthcare, particularly for residents living in remote and hard-to-reach areas, while integrating technology-driven emergency response systems into Turkana’s public health network.
The agreement was signed on behalf of the County Government by Deputy Governor Dr. John Erus, who said the collaboration would help improve healthcare delivery and emergency response services for underserved communities.
“Proper referral systems must be put in place to ensure ease in medical records and transfers during medical evacuations,” Dr. Erus said.
He noted that an efficient referral system is critical in ensuring patients receive timely and appropriate care, especially during emergencies that require transfers between health facilities.
Ambulex Africa CEO Judith Oketch said the organization has developed innovate systems to support emergency and referral services, enabling healthcare providers to reach more households across the country.

“With this reach, Turkana becomes our 9th MoU partnership, and we are committed to supporting the county in building a stronger emergency referral system,” said Oketch.
She added that Ambulex Africa will provide support through trained paramedics, drivers and nurses to improve the efficiency, safety and coordination of emergency medical transfers.
A key component of the partnership will be the introduction of digital ambulance mapping and dispatch systems, which will allow health authorities to identify available ambulances in real time and coordinate emergency responses more effectively.
Ambulex Partnership and Scaling Lead Boniface Awuor noted that Turkana is among the counties heavily affected by snakebite incidents, making rapid emergency response and referral systems essential in saving lives.
The partnerships will also focus on strengthening the capacity of emergency medical teams through specialized training programmes, including Basic Life Support (BLS) and Advanced Life Support (ALS), to improve preparedness and response during medical emergencies.

Among those present during the signing ceremony were Director of Health Products and Technology Dr. David Moru, Deputy Director for Partnerships and Resource Mobilization Mike Aupe, County Coordinator for Emergency and Referral Services Kephas Achiro, and Partnerships and Networking Coordinator for Medical Services Damaris Opilo.
