Turkana County Assembly Speaker Rt. Hon. Charles Lokiyoto has directed the immediate suspension of a circular issued by the Chairperson of the Turkana County Education Fund Management Board regarding the implementation of a minimum bursary allocation.
The circular, referenced TCG/MESSP/TCEF-WB(1)-25/26 VOL 13 and dated March 13, 2026, had proposed a uniform allocation of Ksh 15,000 under the Turkana County Education Fund for the 2025/2026 financial year.
The directive follows the appearance of the CECM for Education, Sports and Social Protection before the House, as earlier ordered pursuant to a Motion adopted by Members on Wednesday March 18, 2026.

During deliberations, Members raised concerns that the proposed uniform bursary allocation does not adequately account for disparities across wards, including variations in student population, poverty levels, and the number of applicants.
They further cited provisions of the Turkana County Education Fund Act, 2023- specifically sections 8 and 25- which vest the responsibility for determining bursary awards in Ward Bursary Committees.
The Speaker also directed the CECM to appear before the Committee on General Oversight on March 25, 2026, for further consideration of the matter.
